USDA needs submachine guns?

On May 7th of this year the USDA sent out solicitation for .40 Caliber Submachine Guns here is a copy:

Why does this Federal Department need submachine guns? Their job is to help farmers and ranchers produce food for people, not like the BLM to send jack booted troops to attack a man for letting his cattle graze on their grass. Of course the government has taken people into custody for drinking milk they got from their own cows, and for eating food from their own farms. But that can’t be why they need submachine guns.
Of course it may very well be why they need these weapons, if some rancher is eating meat raised on his ranch, or some farmer eats some of his corn that he grew, they may need to kick in his door and arrest him for this gross misuse of his crops. Or maybe it is because a farmer is not allowing some of his land to lie fallow for a few years to collect payment for not growing crops?
The USDA mission statement reads: “To expand economic opportunity through innovation, helping rural America to thrive; to promote agriculture production sustainability that better nourishes Americans while also helping feed others throughout the world; and to preserve and conserve our Nation’s natural resources through restored forests, improved watersheds, and healthy private working lands.” To accomplish this they need .40 caliber submachine guns???? This government is progressively arming itself with high powered weapons, and millions of rounds of ammunition, but they also intend to disarm private, law-abiding citizens. Maybe that is why they need these submachine guns, to help disarm you and me.
